Dilemmas of a Governor

[ Monday Musing ]

[ Amar Sangno ]

ITANAGAR: The current Governor JP Rajkhowa who is rather candid has been in controversy, for his alleged ‘reckless recommendation’ seeking the Prime Minister’s intervention to upgrade Lilabari Airport in Assam instead of building Green Field Airport at Hollongi because of cost involved. Soon, various political parties and civil society were after him.

He tried hard and loud to clarify the matter. But by then many organisations came up with a catch phrase and dubbed him Anti-Arunachalee and Anti-Development for the recommendation. The apex students’ organisation AAPSU reacted first and termed him, ‘Anti-Arunachal’, later on joined by various organisations. Many had also called for his recall and ouster.

The former bureaucrat was sworn in as 19th Governor of Arunachal Pradesh on June 1 this year as rebellious cloud was hanging over Itanagar because of Congress infighting, after his predecessor Lieutenant General (Rtd) Nirbhay Sharma was unceremoniously packed off to Mizoram.

But since he took office, Raj Bhawan has been facing unprecedented shelling of criticism as the Governor has managed to stay in pool of controversy because of his outspoken nature.

In recent times, one occasion when Raj Bhavan was under such scrutiny was during the time of General JJ Singh who had to face a barrage of criticism because of incorrect information he gave when the helicopter carrying Late Chief Minister Dorjee Khandu vanished. Gen Singh had said Khandu’s chopper had landed in Bhutan.

However, if we go by the intensity of criticisms, it is slightly different, because General JJ Singh was castigated publicly by people as emotions ran high as India struggled to locate the missing CM for almost a week.

On the other hand, Governor JP Rajkhowa is being targeted partly because of his links to the Bharatiya Janata Party at center.

His appointment itself was made in such a hush-hush manner, in late May which coincided with atmosphere of ‘political uncertainty’ kicked up by Pul-Mein led rebelling Congress MLAs who have since been camping in Delhi against its CLP leader Nabam Tuki.

The attendees, representing the state BJP, appeared more enthusiastic and hopeful than ruling Congress during the short coronation of Rajkhowa at Raj Bhawan, as there was popular speculation that the Governor sent by the BJP government at center would throttle Tuki government in all fronts.

Apparently, for the BJP legislators, Rajkhowa was a glimmer of hope to finish off the Tuki government for once and all, already fractured by dissident MLAs, openly opposed to his leadership.  The mission to unseat Tuki is on by the Congress MLAs and BJP legislators as of now, but because of unwillingness of the Congress High Command to let go of Tuki, it remains to be seen what happens next.

But Raj Bhawan remains in focus, both politically and otherwise. Soon after he took over the charge, Rajkhowa started castigating Nabam Tuki-led government, publicly expressing his displeasure over poorly maintained Capital road by the PWD.   Minister PWD Gojen Gadi was targeted by the Raj Bhavan for allegedly going on an announcement spree instead of mending the roads. The subsequent reaction from the PWD Minister reflected the fact that Congress government was not very happy with the Governor.

As if to prove a point and adding more salt to the Congress wound, Raj Bhawan delayed acceptance of recommendation letter sent by the Chief Minister to drop four cabinet ministers.

Going by the past antecedents, it is unlikely that Raj Bhavan would ignore a lot of things but coming months will be much more interesting.

Sidisow asked students to focus on studies

ITANAGAR, Nov 29: Parliamentary Secretary (Forest & PHED) Kumsi Sidisow said that students should work hard and focus on studies instead of involving themselves in politics and anti social activities, like bandh calls, drug abuse etc.

Addressing the valedictory function of the Sagalee Sub-Divisional Inter Secondary School Meet- 2015 at Parang on Saturday, Sidisow gave emphasis on quality education and advised every parent to send their children to government schools instead of wasting huge money in private schools.

He advised for aforestation of Parang and urged the Gaon Buras to actively participate in protection of flora and fauna. The Parliamentary Secretary also assured to establish a forest range office (FRO) at Parang. During his return trip, he visited the Forest Division at New Sagalee and Water Treatment Plant of PHE Department at Yallang.

Papum Pare DDSE TT Tara also agreed with Sidisow on the importance of quality education. He said that the quality of education is degrading rapidly, particularly in Papum Pare district. He advised the students to be more concerned, sincere and dedicated towards their studies as they are the future of the society.

ASEF president Nabam Kiran also stressed on quality education and appreciated General Administration for organizing such event. He said that such event should be conducted every year to encourage students for their overall development. He advised ADC, Sagalee to encourage the participation of more students from other circles and to include students from Mengio and Silsango also.

He donated 10 dustbins to Govt. Secondary School, Parang under “Swachh Bharat Abhiyan”.

The function was also attended by Sagalee ZPM Nabam Yakum, a team of ASEF, Sagalee, PRI leaders, GBs and public of Parang.

World conference on climate

change set to begin in Paris

New Delhi, Nov 29: Indian Prime Minister Narendra Modi on Sunday left for Paris to attend the world conference on climate change amid his emphasis that it is the responsibility of all to work against global warming. Prior to his departure, the Prime Minister said in his monthly radio programme 'Mann Ki Baat': "The whole world is worried about climate change. There are discussions everywhere over it and concerns are being expressed.... The temperature of the Earth should not increase now. It is the responsibility and concern of all."

His emphasis on the responsibility of all assumes significance as the developed world is trying to place greater onus on developing nations like India in the fight against climate change.

India has been maintaining that the developed countries have been the major polluters over centuries and should assume greater role in fighting global warming by funding and transferring low-cost technology to developing nations.

Joining a select group of countries, India said it will provide USD 2.5 million for the vulnerable nations in the Commonwealth to help them introduce clean energy and reduce green-house gas emissions. India contends that the developed countries must bear a bigger burden than developing countries to control climate change, since they had contributed largely to pollution over the last 200 years.

India's 25-member delegation will focus on PM Modi's call for "climate justice" and "common but differentiated responsibilities", despite being under pressure from the developed nations to cut down on emission.  With 200 million people with no access to electricity, India has said it will not accept any restrictions on its use of coal. The nation, however, has set a target of availing 175 gigawatts of power through renewable resources by 2022.

Refugees should respect law of land

On a day when All Arunachal Pradesh Students Union (AAPSU) declared its intention to keep on fighting against granting of citizenship to Chakma-Hajong refugees, the Asian Centre for Human Rights (ACHR), which is run by a prominent Chakma leader tried to deflect the attention from them. ACHR yesterday asserted that it is not the Chakmas and Hajongs of Arunachal Pradesh but other non-tribals who pose a bigger threat to the indigenous people of the state.

This is the first ever attempt by the Chakma-Hajongs to try paint themselves as lesser danger in compare to non-tribal populace. But not many Arunachaless will agree with their view. It is well known fact that majority of non-tribals who are in the state for various purposes never stays back. Also they cannot buy land and needs inner line permit to enter state. On the other hand Chakma-Hajong has illegally occupied many forest lands and is clamouring for APST status. They have migrated from Bangladesh and will never go back to their place of origin. Therefore Chakma-Hajong should stop trying to play politics. If they are really interested to stay in Arunachal, first of all they should at least try to improve the relation with the indigenous people. They should give up their hostile attitude and respect the law of land. The refugees should adhere to the provision like ILP system and also stop encroaching into forest as well as private lands. Unless they respect sentiment of the indigenous people, the mistrust between refugees and Arunachaless will never end.

Stop it before it becomes a trend

Dear Editor,

Lately, on visiting a friend in his rented house at Itanagar, I was shocked and disappointed to learn that he is being charged extra Rs 200 per month by the rent owner for parking his bike in the same apartment.

I was further told that four wheelers are charged Rs 500 per month. I personally find it difficult to swallow this fact. I have never heard of such practices in any other places. It seriously does not augur well for the larger section of the society. Of course, most of the rent owners do not undertake such practice but when others are setting it up, it would not take long for such trend to embrace the society. Therefore, it is my earnest request to those rent owners to stop charging parking fee before it becomes a trend.

Consensus, not confrontation

Dear Editor,

Smart city  Project is yet to begin and our folks have started all sorts of weird speculations. Some of them have even started talking about inclusion and deletion of some places which are strategically unavoidable. Remember, only" fools try build castles in air."

It’s true that conducting fruitful affairs through the art of diplomacy is a complex matter. But one has to overcome all pressure and counter pressures to attain notable success.

So folks, let’s start thinking rationally and start handling both internal and external crisis with strength and confidence.

Smart city is not a pound of meat.  It is basically upgradation of whole zone to fulfill all basic needs of the people and nation as a whole. We as whole should be a part of this noble project. Instead of delineating amongst ourselves, we should try and instigate all citizens to support and build strong mindset amongst us for the cause. Some traveler has truly said that" there are more beautiful things in the world, than you have it in your dreams".

Smart city is a humble beginning for the people of Siang belt towards modernisation .So let’s not allow this euphoria die so easily .Remember "Rome was not built in a day “likewise smart city will take time to materializes despite so many controversies looming large ,we  all should join our hands not to let the project go away due to immature miscalculations. All ideas leading to crisis should be avoided and political skeletons should shun their differences for better future. Clean image bears better results and also neutralises perpetuated atrocities in today’s world. Instead of shouting your throat out, lets create a conducive environment for the project.

Remember "consensus, not confrontation" is the key to success.

Yours,

Dr K Jonnom
